The first step in getting started with sending emails with the Target Email tool is purchasing a plan. To do this you will need to go to plans.liberalist.ca.
Selecting a Plan Size
Once you get to the store, you’ll need to select the email plan you would like to purchase. Plans are sold in 6 month, 12 month and 3 year options with varying prices depending on the size of plan you require. Plan sizes are based on how many subscribed email addresses you have in your committee, not how many total emails you have.
These subscription statuses work differently with in Targeted Email than the old E-blast tool. There are 3 subscription status options: Subscribed, Unsubscribed, and Not Subscribed.
Any one that has not subscribed to receive emails - meaning that they have not granted us the permission to send them emails, although we have their email on file - will be marked as Not Subscribed. This category may include people that had emails bounce in the past or that were marked as undeliverable. Anyone that unsubscribed from emails in your committee in the past will be marked as Unsubscribed.
Subscribed emails are set by purchasing an email plan, and the Liberalist Helpdesk will set up your subscribed list for you.
The number of Subscribed emails is what you should base your plan size on. As you add more people to this subscribed group, you can later upgrade your plan following the instructions at the end of this guide. The Liberalist Help Desk, in conjunction with the LPC Field team, has put together a suggested list of email recipients, using best practices for email management, deliverability, and field goals, for who should be set as “Subscribed”.
This list includes all of the contacts you should be reaching out to that will be most responsive to your emails such as donors, Registered Liberals, and volunteers. It’s very important to your team’s ability to reach your contacts that we only send emails to people that want to receive them, otherwise email providers may prevent your blasts from reaching everyone on your recipient list - even the most engaged.
For this reason, when you purchase a new email plan this recommended list is the default subscription list for your team. This also makes the process quick and easy with no additional work needed on your end beyond purchasing the plan to get set up. In short, if you purchase a plan this is who will get marked as subscribed by default.
The suggested list is made up of:
- Current Registered Liberals in your riding.
- Donors since 2015 including Victory Fund, Laurier Club, Riding Donors, and National Donors that live in your riding, and anyone who donated to your riding that lives outside the riding. Additionally, you retain your donors from your previous riding before redistribution.
- 2029 Volunteer Survey Responses - will include "New Volunteer Sign Up", "Current Volunteer", and “Contact Later” most recent response only. This includes responses applied in your current riding, your riding before redistribution, and local residents with these responses applied at the national level.
- Anyone who attended an event in your riding since Jan 1, 2019 in both your current riding and your previous riding before redistribution.
- Anyone tagged with the 2019, 2021, or 2025 Volunteer Activist Code.

We will also remove anyone in your riding that is currently Unsubscribed or that is manually set to be Not Subscribed. Subscription statuses in your riding will always be retained if manually set in Liberalist. If someone wishes to be subscribed to your email list but does not meet the above criteria, we recommend adjusting their subscription status in Liberalist. This status will then be maintained.

Payment Process
Before being able to purchase a plan, you will be required to purchase a custom email domain from a registrar like namecheap.com or godaddy.com. The Digital Organizing Store will ask for your domain before continuing with your purchase. You can read more about purchasing a domain name here.
Once you complete the payment, you will be sent a receipt for your records. Once you have purchased the plan, there are no refunds or downgrades available. Please ensure that you are selecting the correct plan prior to purchase.
Note: It can take up to 36 hours for a plan to be activated after purchase.
Upgrading Your Plan
If you find after purchasing your initial plan that you require more email addresses, you can upgrade your plan at any time. To do this, you’ll need to send us an email at campaign@liberal.ca. Do not purchase upgrades from plans.liberalist.ca.
Let us know which plan you would like to upgrade to and we will send you a custom link via email with instructions for payment. The price of your plan will be prorated depending on how far you are into your current plan.
